Collier commissioners voted unanimously on September 22 to let developer Jon Rubinton build an 18-hole private course on about 170 acres at 341 Sabal Palm Road beside Picayune Strand State Forest, though they denied the 10 guest cottages he asked for, and the Conservancy opposed the plan for pulling land out of the Rural Fringe sending lands.
